What seat is best for a 6 mos, 21 lb, 28 inch baby

We have a new baby on the way and want to give the infant seat to the newborn, want to buy the safest seat for the 6 mos old, should he now be facing forward or still backward

Current guidelines recommend that you keep your baby rear facing in the backseat for as long as possible.
