Both granddaughters (12 mo; 18 mo) were fascinated with their Rody horses. For Christmas morning we had one on the base and the other free-standing; however, by the afternoon we had both on bases. At the girls' ages, the base provides support and security that they need, but I would imagine that they will be hopping on their own in a few months. I would highly recommend starting out with bases--especially for younger kids. Bases are easy to add/remove by deflating a horse slightly and then re-inflating.
